Navigating the New Medicaid Section 1115 Demonstration Opportunity

A new Medicaid waiver opportunity allows states to cover essential services during incarceration for justice-involved individuals and provide continuity of care upon release. Our panel — LEL’s own Sheriff Peter Koutoujian along with Dr. Topeka Sam, the CEO of Ladies of Hope Ministries, and Autumn Boylan, Deputy Director of the California Department of Healthcare Services — provided an overview of the complex network of issues involved in the 1115 demonstration.
